Its her medical card. gives all the riders details in case of severe injury or unconciousness . it includes medical history and any other falls or injury and treatment sustained whilst competeing.

Yep it seems it is a medical card. Usually find them on the upper arm when competing - guess since she's between rides she put it there so she won't lose it.
