I have seen very often boots with garter in modern time...

you are absolutley right, what with the modern stretch fabrics that go into the manufacturing of todays jods/breeches they no longer have any real practical application except to say, they look so god-dam nice, well there you have my 2 cents worth or 2 pence or whatever, there you have it, LOL
